Intel gets go-ahead for $4 billion chip plant in Ireland, will produce its next-gen 14nm processors

Intel has been planning to make its Ireland base one of three global manufacturing sites for its 14nm chips since May last year, and its now been given the okay by Ireland's lead planning agency. The new $4 billion plant will create around 4,300 jobs for the region in Co. Kildare, where Intel already has around 4,000 on staff. The two-year plan involves redeveloping its existing operation, expanding and shifting to make its smaller, more efficient 14nm process. Intel's plans don't stop there, however. It still plans to roll out 10nm products sometime in 2015.

NCAA announces problems with Miami investigation

(AP) ? The NCAA's probe of Miami's athletic compliance practices is ramping up yet again.

Only this time, the Hurricanes aren't exactly the subject of the inquiry.

In a bizarre and unexpected twist, it's college sports' governing body itself that is being investigated after NCAA President Mark Emmert acknowledged on Wednesday "a very severe issue of improper conduct" by former investigators working the long, complex Miami case.

The NCAA said its investigation was based, at least in part, on information that it should not have had access to, the testimony of those who appeared under subpoena to be deposed in the bankruptcy case involving former Miami booster Nevin Shapiro, one of the most notorious Ponzi scheme architects in history.

The NCAA does not have subpoena power. Shapiro's attorney did, and used it ? and apparently entered into some sort of contractual agreement with the NCAA, one that apparently either was not or should never have been approved.

"We cannot have the NCAA bringing forward an allegation ... that was collected by processes none of us could stand for," Emmert said. "We're going to move it as fast as possible, but we have to get this right."

Wednesday's revelations mean that the notice of allegations against Miami ? the NCAA's findings of wrongdoing, a document that was nearly completed and was expected to be released by the end of this week ? will be delayed for at least a couple more weeks, if not longer. The long-term ramifications could be more damning for the NCAA, especially if the outside investigator they have commissioned to look into the mess finds more problems.

The NCAA did not name the attorney involved, whom Emmert only referred to as "she." The NCAA said it would not confirm that it was Maria Elena Perez, a Miami graduate and Shapiro's longtime defense attorney.

Perez did not respond to telephone or email messages. A person in her office said the attorney was working in New York and would be forwarded requests for comment.

"As we have done since the beginning, we will continue to work with the NCAA and now with their outside investigator hoping for a swift resolution of the investigation and our case," Miami President Donna Shalala said.

Emmert said two depositions are involved in this allegation of improper conduct by former enforcement-office staffers. One of those two depositions was given Dec. 19, 2011, by former Miami equipment-room staffer Sean Allen ? who has been linked to Shapiro and many of the allegations that he made against the university.

Among the questions Allen was asked in that deposition:

? "Did you ever witness Mr. Shapiro paying any money to any University of Miami football or basketball players?"

? "Would it be fair to say that Mr. Shapiro did, in fact, confer various financial benefits on the University of Miami Athletic Program and its players?"

? "Did you ever overhear any of the coaches or any other staff for the University of Miami providing Mr. Shapiro with inside information regarding, you know, the condition of any particular athlete for the purposes of Mr. Shapiro's gambling?"

It's unknown which of Allen's answers caught the NCAA investigators' attention.

What is known publicly now, and has been suspected by some for months, is that those investigators never should have known those questions were asked.

"How in the world can you get this far without it being recognized that this was an inappropriate way to proceed?" Emmert asked.

That's the question that the NCAA wants answered, and fast.

Emmert spoke angrily at times during a half-hour conference call to discuss the findings, in which he revealed that he briefed the NCAA's executive committee and the Division I board presidents with some information about the Miami matter. He said he developed a better understanding of what went on in the days that followed, which led to the hiring of Kenneth L. Wainstein of the firm Cadwalader, Wickersham & Taft LLP to conduct the external review of what happened.

Wainstein, Emmert said, will begin his probe on Thursday, with the NCAA hoping that he can finish within two weeks.

"We want to make sure that any evidence that's brought forward is appropriately collected and it has the integrity that we expect and demand," Emmert said.

It was part of a stunning day for Hurricane athletics: The 25th-ranked men's basketball team routed No. 1 Duke later Wednesday, 90-63.

Emmert said the NCAA was trying to find out why part of the investigation was based on depositions specific to the bankruptcy case against Shapiro, who will have to repay $82.7 million to his victims as part of his sentence. And the timing of this also is curious. Several people who were to be named in the NCAA's notice of allegations against Miami have been told that the document was in the final stages of preparation ? and one person who spoke with the AP said at least one person who was to have faced a charge of wrongdoing was told the letter was scheduled for delivery to Miami on Tuesday.

Now it's anyone's guess when that will happen.

Emmert said the NCAA learned of the alleged misconduct, in part, through legal bills presented by Shapiro's attorney for work that was not properly approved by the organization's general counsel's office.

"One of the questions that has to be answered, unequivocally, is what was the nature of that contractual arrangement and what was all the activity that that individual was involved with," Emmert said. "There is some uncertainty about all of that and it's one of the first orders of business for the firm that we've hired to investigate."

The Hurricanes' athletic compliance practices have been probed by the NCAA for nearly two years. Allegations of wrongdoing involving Miami's football and men's basketball programs became widely known in August 2011 when Yahoo Sports published accusations brought by Shapiro, who is serving a 20-year term in federal prison for masterminding a $930 million Ponzi scheme.

Miami has self-imposed two football postseason bans in response to the investigation. The Hurricanes also would have played in the Atlantic Coast Conference championship game this past season, meaning they could have qualified for the Orange Bowl.

"In my two-and-a-half years I've certainly never seen anything like this, and don't want to see it again," Emmert said.

Accused dungeon leader had prior murder record

Five people have been charged with 196 counts in the so-called Philadelphia dungeon case, in which a woman allegedly lured children and disabled people into her home, then tortured and imprisoned them for years to steal their welfare checks, federal prosecutors announced Wednesday.

Prosecutors say the crimes fall under federal hate crime law, marking the first time that hate crime charges have been applied to people with disabilities.?

The indictment says that between 2001 and 2011, Linda Ann Weston, 52, of Philadelphia, fed her victims one bowl a day -- if that -- of ramen noodles and drugged them so they wouldn't act up or attempt an escape. Prosecutors say she forced two of her victims into prostitution.

Two women died in her care, prosecutors say. They are identified in the indictment only by their initials: M.L., who died of starvation after being coerced to live with Weston for five years, and D.S., who died after a month of captivity in 2005.

This is not Weston?s first brush with the law. She was convicted of third-degree murder in 1983 for hammering her sister?s boyfriend?s head, hiding him in a closet and starving him to death.

That conviction was brought up in a lawsuit filed in September by Weston?s niece, one of the people rescued in October 2011. The niece, who was 10 when she was transferred into her aunt?s care, is suing her aunt, currently incarcerated, the City of Philadelphia and the caseworker who had her removed from her mother?s house.

The niece, now 20, alleges that Weston forced her into prostitution, starved her, denied her education and beat her regularly. She says her body bears witness to nearly a decade of abuse.

The niece?s complaint also alleges that the City of Philadelphia received numerous complaints that Weston was holding children captive in her basement.

At a press conference announcing the charges on Wednesday night, U.S. Attorney Zane David Memeger, described Linda Weston and her accomplices as an organized crime family. Weston could face the death penalty, Memeger said.

Her accomplices ? boyfriend, Gregory Thomas, Sr., 49, Eddie Wright, 52, daughter, Jean McIntosh, 33, and Nicklaus Woodard, 26 ? face a maximum of life in prison, Memeger said.

Memeger said that during the decade the Westons tortured disabled and mentally ill adults, they stole more than $200,000 of their Social Security benefits.

?Through cunning, trickery force and coercion she took the benefits that were supposed to help them,? he said.

He said the ?victims were tied up and confined like zoo animals and treated like property akin to slaves.?

Weston and her accomplices kept their victims on the move, Memeger said, shuttling them from Virginia, Texas and Florida and locking them in attics and basements.

After Weston was arrested in October 2011, her son, Joseph McIntosh, told the Philadelphia Daily News that his mother abused her own children as well. He said that after she was released after four years from prison for third-degree murder, she successfully petitioned to get her children back.

"We didn't know about her background," Joseph told the Philadelphia Daily News in October 2011, after his mother had been arrested. "(Department of Health Services) knew about her history. They knew who she was, but they still released us into her custody - all of us at a young age."

He said his mother locked him in the basement for a year to prevent him from running away -- which he said would have reduced her welfare check payments. She fed him noodles and Kool-Aid doctored with drugs, he said. He said he finally escaped in 1998 when he was sent upstairs to wash but instead walked outside into the yard and hopped the fence.

McIntosh said that Weston even chained up his sister Jean, who prosecutors accuse of being one of the torturers.

The victims were freed on Oct. 15, 2011, when Philadelphia Police Department officers rescued them from a dungeon-like space in an apartment in the city?s Tacony section.

Celeb swatting: pranks or something more ominous?

Every day lately in greater Los Angeles, there seems to be a new case of ?swatting,? which is the unfortunate trend of a prankster reporting a crime from inside the home of a celebrity, causing a SWAT team police response and using up valuable taxpayer dollars.

Back in December, a 12-year-old boy was arrested in conjunction with making bogus reports about the homes of Justin Bieber and Ashton Kutcher (for incidents that took place in October). But when the trend started up again in recent weeks, it was clear that this wasn?t an isolated job.

So, the question arose: Is this celeb swatting trend a case of copycatting, or something akin to ?The Bling Ring? targeting of celebrity homes for burglary in 2010? And in an age where everyone continues to clamor for his or her 15 minutes of fame, what does this trend say about our celeb-obsessed society? After all, ?The Bling Ring? is being turned into a Sofia Coppola-directed movie out this summer. (The criminals were already immortalized in a 2011 Lifetime movie.)

Beverly Hills Police Lt. Lincoln Hoshino tells omg!. ?I don?t think that (the perpetrators) are working together. I suspect that it?s a copycat situation and it?s being fueled by the media.?

Which, of course, means the sheer act of reporting this story could be encouraging copycat behavior when it comes to celeb swatting.

Lt. Hoshino could not comment on what specific actions were being taken in this ongoing investigation, nor could he report any numbers on how many resources (in terms of personnel or dollars) were being usurped to respond to swatting calls.

He could confirm that the Beverly Hills Police Department was now working in conjunction with the LAPD on their investigation, due to proximity of their jurisdictions and similarity in the criminal activities. Neither the L.A. Sheriff?s Department (under whose jurisdiction the Kardashian case fell) nor the LAPD has responded to omg!?s request for an interview.

The LAPD?s Hollywood division did, however, confirm the details surrounding the Chris Brown case, which fell under their jurisdiction. According to the LAPD Watch Commander?s description of the Monday crime, ?The report was just filed today. There was a call for an emergency that came out from an address, which we later found out was Chris Brown?s home. A male was reporting that his mom and dad were in an argument and at some point the father went into another room; it was mentioned to the communications officer that he was known to have guns. There was then mention that bottles were possibly being thrown. Because we?ve had prior incidents regarding these prank calls before, we sent an officer to investigate, but we determined that there was no incident occurring. Chris Brown was not home at the time.?

Cruise, the Kardashians, and Brown have all been in the celebrity news headlines for other stories in recent weeks. Are other celebrities in the headlines currently likely to be future targets?

In terms of how the celebs have responded to swatting, at least one target didn't let the incident phase them too much. In the case of the Kardashians, family patriarch Bruce Jenner found the humor in the situation and posed for smiling photos with the officers who responded to the hoax.

But let?s cut to what everyone really wants to know: When all is said and done and this trend is behind us, who will direct and star in the movie version of ?Celebrity Swatting??

Boehner to Senate: Pass the budget or don't get paid

WASHINGTON - Despite President Obama's call for Congress to prioritize issues like immigration reform and address climate change during his inaugural address Monday, House Speaker John Boehner said that the House of Representatives will instead continue its focus on fiscal responsibility, including a plan to balance the budget over the next decade.

"There are a lot of priorities for the Congress [and] a lot of priorities for the president, but right now the biggest issue is the debt that's crushing the future for our kids and our grandkids," Boehner, R-Ohio, said. "Taxpayers understand that you can't keep spending money that you don't have, so we're going to continue to focus, especially here over this next 90-, 120-day period, on bringing some fiscal responsibility to Washington."

Boehner, who conducted his first news conference since Dec. 21 this evening, said the House will move forward on its No Budget No Pay act, which directs both chambers of Congress to adopt a budget resolution for FY 2014 by April 15, 2013. If either body fails to pass a budget, members of that body would have their paychecks put into an escrow account starting on April 16 until that body adopts a budget. But, because of the 27 th Amendment, any pay that is withheld would eventually be released at the end of the current Congress, even if a budget doesn't ever pass.

"Over the last four years, House Republicans have offered plans, our budget plans. We've done our budgets but it's been nearly four years since the Senate has done a budget," he said. "Most Americans believe you don't do your job you shouldn't get paid. That's the basis for No Budget, No Pay. It's time for the Senate to act."

The bill, H.R. 325, also temporarily suspends the statutory debt limit until May 18, granting the Treasury Department the additional borrowing authority to meet obligations that require payment over the next three months.

Facing trillion dollar annual budget deficits, Boehner told the House Republican Conference this afternoon that the GOP will advance a budget that becomes balanced over the next 10 years.

"It's time for us to come to a plan that will in fact balance the budget over the next 10 years," he added. "It's our commitment to the American people and we hope the Senate will do their budget as they should have done over the last four years."

Still, the country's growing $16 trillion federal deficit would not balance by then, and Boehner stressed that Republicans are not open to new tax revenue as part of a comprehensive plan to reduce the deficit.

"We are not going to raise taxes on the American people," Boehner insisted. "Nobody on our side is interested in raising taxes on the American people. It's time to deal with the serious problem that we have, which is spending."

That is sure to be a point of contention among Democrats. House Minority Whip Steny Hoyer rejected the GOP's doggedness that new revenue would not be part of a package to reduce the deficit.

"We absolutely reject that. The president absolutely rejects it, I reject it, period," Hoyer, D-Md., said during a pen and pad briefing with reporters Tuesday. "Going forward, revenues are going to still need to be part of the solution, as are cuts and restraints and reduction of growth. All are going to have to be part of it."

The House is expected to vote Wednesday on a three-month increase to the debt limit, a move intended to sync up the next slate of fiscal deadlines facing Congress and provide lawmakers with more time to work out a so-called "Big Deal" on deficit reduction.

As he left the news conference, Boehner ignored a question about whether he believes the measure will pass. Still, the president has promised not to veto it and many congressional Democrats appear open to supporting it.

"This bill is a game bill. It's not a substantive response to a serious problem," Hoyer said. "Having said that, I've made it very clear that defaulting is not an option. All the Republicans leaders believe it's not an option. And so I think, in that context, I'll have to look at it."

Report: Cuba using undersea fiber-optic cable

Cuba apparently has finally switched on the first undersea fiber-optic cable linking it to the outside world nearly two years after its arrival, according to analysis by a company that monitors global Internet use.

In a report posted Sunday on the website of Renesys, author Doug Madory wrote that Cuba began using the ALBA-1 cable on Jan. 14.

Until now the island's Internet service has been through satellite links that are slower than hard-wired fiber-optic connections. Starting a week ago, Madory said, routing data showed significantly faster traffic to the country and the emergence of Spanish telecom Telefonica as a provider of routing service to Cuban state-run communications company ETECSA.

Routing speed is measured by how long it takes to send a data packet somewhere and receive confirmation back at the original server, akin to how submarines "ping" each other with radar to determine location.

Madory wrote that the sudden improvement in latency measurements between Cuba and four cities in the U.S., Mexico and Brazil indicates the cable is in use. But speeds have not reached levels suggesting that the cable is handling all traffic, leading him to conclude that outgoing data is still traveling via satellite.

"We believe it is likely that Telefonica's service to ETECSA is, either by design or misconfiguration, using its new cable asymmetrically (i.e., for traffic in only one direction)," Madory wrote.

Cuban government officials and Telefonica did not immediately respond to requests for comment Monday. Cuba has said in the past that it would prioritize the cable for usage deemed in the public interest and for social good.

Dial-up Internet access, essentially the only option for most Cubans who are able to go online, has continued to be slow and creaky in recent days.

Cuba is the last country in the western hemisphere to get a fiber-optic hookup and, according to Akamai, has the second-lowest Internet connectivity rates in the world.

Havana says about 16 percent of Cubans are online in some capacity, mostly through work or school, but often that's limited to email and access to an island Intranet. Just 2.9 percent report having full Internet access, though analysts say it's probably more like 5 or 10 percent due to underreporting of black-market resale of minutes.

"While the activation of the ALBA-1 cable may be a good first step to providing ETECSA a better link to the Internet, the lack of widespread public access to Internet service throughout the island will likely continue," Madory wrote.

The $70 million cable strung from Venezuela came onshore in eastern Cuba in February 2011 and was supposed to be online as early as that summer.

But officials suddenly stopped talking about the cable amid rumors of arrests at ETECSA and the Ministry of Communications, and whispers of purported mismanagement or embezzlement involving the project.

Last May, Venezuela's minister of science and technology said the cable was operational and it was up to Cuba to decide how it wanted to use it.
