Fired-up congressional panel vows strict VA oversight

Members of Congress angrily vowed Wednesday to crank its investigative floodlights far brighter on the U.S. Department of Veterans Affairs, accusing agency leaders of dodging direct questions on travel and conference spending, failing to disclose a gathering in Las Vegas, and exhibiting ?total incompetence? as veterans wait in record-long lines for medical help.

During a hearing before the House Committee on Veterans? Affairs, chairman Jeff Miller, R-Fla., said that one day after he and VA Deputy Secretary Scott Gould had held a ?civil conversation? on the same issues, Gould?s vague responses to the panel's precise and lengthy interrogation ?raised the hackles on the back of my neck.?

?The truce is over. It lasted less than 24 hours. Expect much more oversight from this committee,? Miller said. ?Expect more questions from this committee because they?re coming ? in great volumes.?


The fiery, two-hour hearing was primarily held to examine how the VA plans to prevent future, exorbitant spending lapses like the estimated $9 million the agency doled out for two Orlando gatherings in 2011. During those conferences for VA human resources personnel, the VA invested, for example, $84,000 for VA-branded promotional items, including pens, highlighters and hand sanitizers, according to Office of the Inspector General. But at the close of the hearing, Gould complained the committee?s line of questioning had devolved into ?a slap at the employees who work at VA every day.?

Miller interrupted Gould.

?No, no, no, no,? Miller said, his voice rising. ?Don?t you ever accuse a Democrat or a Republican on this committee of slapping any of the hardworking 300,000 VA employees. Rest assured, it?s the leadership that we?re concerned with.?

Earlier, Gould opened by describing the VA?s beefed-up oversight to block other Orlando-type escapades, which he called: ?abdications of responsibility, failures of judgment, and serious lapses of stewardship.?

Those tightened measures include requirements that all VA conference planning now include ?a detailed business case analysis.? And, from this point, any VA gatherings estimated to cost $20,000 to $100,000 must receive prior approval by a VA under secretary or assistant secretary, conferences estimated to cost $100,000 to $500,000 must be approved by the deputy secretary, and conferences costing more than $500,000 ?are generally not permitted,? he said.?

But the hearing quickly turned into larger prosecution of VA leadership by the committee. The members complained about what they called the VA?s chronic lack of responses ? or its fuzzy answers???to dozens of congressional requests for information on items ranging from VA spending to its internal discipline of employees caught making ethical errors.?

For example, on Aug. 16, Congress asked the VA to disclose how much it spent during 2011 on conferences. According to Miller, the VA first reported the price of those events was $20 million but later amended that figure to more than $100 million. At Wednesday?s hearing, VA Chief Financial Officer Todd Grams testified that the events cost, in total, $86.5 million.

Miller asked Gould if he ?or anyone at the table? had been ordered to withhold information from Congress. Gould responded: ?No.? Miller then blasted VA leaders for failing to answer 75 specific congressional questions.

?Unfortunately, lengthy delays or not responding to requests at all has become normal for VA,? Miller said. ?We clearly have a problem here.?

The Orlando conferences had served as the initial spark for ramped up congressional scrutiny of the agency. But several members said the VA?s lack of answers had left them increasingly irked???and several members sounded so Wednesday, their voices sometimes breaking or shaking, including Rep. Tim Huelskamp, R-Kan.

?It?s been 106 days since I asked some of these questions. I have asked for: a list of the attendees at the July 2011 conference in Orlando; a list of attendees at the August 2011 conference in Orlando; a list of individuals involved in planning these conferences; the names and titles of employees who are being held accountable. Why have you refused to answer all of these?? Huelskamp asked Gould. ?Those were all ignored. When will you find it out ? in another 106 days? These are simple questions.

?This is an issue of competence, the failure to either know the answers or refuse to answer them,? Huelskamp added. ?It?s about a gentleman in Syracuse, Kan., who had to drive 522 miles to the nearest VA hospital. In that time, you could fly folks to Orlando for a great conference. And you won?t even tell the American people who attended? Either you?re trying to hide something or it?s total incompetence.?

In response, Gould testified that VA leaders ?understand we have an obligation to respond to Congress.? He further testified that, following the many information requests from Congress, the VA has supplied 35,000 documents and answered 6,000 policy questions and attended 100 hearings and 1,100 staff briefings.

?Sir,? Gould added, ?you can sit here and shake your head, but the reality is there?s a tremendous amount of information that flows to this committee and others on a daily basis by a very competent team.?

But Congress has grown so impatient with the VA?s silence on the issues, Miller said, he and other congressional members and their staffs have begun perusing VA?s Facebook and Twitter accounts to try to independently piece together a more complete list of the VA conferences and training seminars.

Miller discovered, for example, posts on the VA Facebook page about a VA senior management conference at Las Vegas' Venetian Hotel in August 2010. That event included teachings on ?yoga, massage therapy (and) acupuncture,? according to the VA Facebook post, which showed pictures of people???ostensibly VA employees???getting massages. Beneath those images, someone commented: ?Sounds like my kind of conference!? That observation was followed by a comment posted by the administrator of the Facebook page for VA?s Veterans Canteen Services: ?It?s amazing how immediate the results are!?

Miller asked Gould why the VA had not mentioned the Vegas conference when Congress had requested a full accounting of all VA conferences since 2005.

Gould testified that he had no explanation other than the VA has hosted thousands of conferences since 2005.

That post on the VA Facebook page was removed shortly after the hearing.?

?The perception out there, if you?re a taxpayer just barely getting by ... is you?ve got one set of rules for people in government, and (another set for) the rest of us out there in the real world, said Rep. Phil Roe, R-Tenn. ?And perception is reality.

"It?s embarrassing for me to go home and try to explain to people why their money is being wasted,? added Roe, a physician. ?I have veterans who come up and say, ?I can?t get into a hospital down here, Doc. I?m in a line 40 miles long.? And then they show me this plush event that occurred in Orlando. It?s very hard to explain that to people. It?s embarrassing for the 300,000 hardworking VA people who are then tagged with this.??

Thanks to NASA's Cassini spacecraft which has been orbiting Saturn since 2004, scientists have been able to observe for the first time ever the seasonal atmospheric circulation direction change on Titan ? an event which only happens once every 15 years and is never observable from Earth. Their findings are published today in Nature.

Titan, while technically only a moon, is bigger than the planet Mercury, and is often considered a planet in its own right. It is the only known moon to have a significant atmosphere and is one of only four terrestrial atmospheres in our Solar System (the other three being Earth, Venus, and Mars). As Titan's rotation axis is tilted by a similar amount to that of the Earth, it experiences seasons in a similar way, but at a much more relaxed pace as Saturn takes 29.5 Earth years to orbit the Sun.

Dr Nick Teanby of the University of Bristol and colleagues used infrared spectra measured by Cassini's Composite InfraRed Spectrometer (CIRS) instrument to determine atmospheric temperature and global distributions of chemical tracers. This allowed them to map out the seasonal changes in great detail.

The team observed an enormous increase in Titan's exotic trace gases over the south pole within a relatively short time. These trace gases are produced high in Titan's atmosphere, where sunlight and highly energetic particles break down nitrogen and methane and recombine to form a vast array of more complex molecules like benzene and hydrogen cyanide.

Co-author, Dr Remco de Kok of SRON Netherlands Institute for Space Research said: "We were waiting for signs that the trace gas abundances would change together with the new season, but we did not expect such a large and rapid change: some gas concentrations increased more than a thousand times within only a few months. Also surprising was that this was happening at altitudes above 450 km, much higher than initially anticipated."

At these high altitudes the atmosphere goes around the planet much faster than the rotation of Titan's solid surface and can have horizontal wind speeds around the planet of up to 200m/s (450mph). Vertical winds caused by the seasonally varying hemisphere to hemisphere atmospheric circulation are much slower at a rather sluggish few millimetres per second and are hard to measure using conventional means.

Lead author, Dr Nick Teanby of Bristol's School of Earth Sciences said: "Using measurements of temperature and chemical tracers by Cassini, we were able to observe changes in the subtle vertical winds and reveal the pole-to-pole circulation cell. For the first time ever, we observed the circulation cell direction reverse over the south pole around the time of the 2009 southern autumnal equinox. The resulting distribution of gases shows that the circulation must extend much further than previously thought to 600 km or even higher. This calls into question our current understanding of how Titan's atmosphere works and suggests new avenues to explore."

"Our results provide a powerful new constraint for atmospheric models of Titan. Titan provides a natural laboratory for an Earth-like atmosphere in the cold outer solar system. So, these results could eventually lead to a more complete understanding of atmospheric processes on Earth, other Solar System planets, and the many exoplanetary systems now being discovered."

In the coming years Cassini will continue to observe how the seasons develop. Dr Conor Nixon at NASA Goddard Space Flight Centre said: "These results are giving us the first detailed look at changes occurring in Titan's atmosphere around the time of equinox, a season which has not been viewed up close by a spacecraft previously. This shows the really great science that is coming out of the Cassini extended mission phases since 2008, and we look forward to seeing the further changes that will occur over the next five years until the end of mission in 2017."

The Tempur-Pedic Story: Aggressive Growth Through IT System Transformation

I recently had the pleasure to interview, Stuart Scott, Tempur-Pedic? CIO. Stuart?s impressive experience serving numerous large companies including GE and Microsoft translates into a wealth of knowledge that any company, large or small, can start learning from immediately. I know I did.

When Stuart started with Tempur-Pedic in 2009, they had aggressive growth plans both domestically and internationally. He was hired to totally revamp IT and enable it to support the expanding business in 24 countries, some with unique go-to-market strategies.

You may ask where does one begin? I will try to share a few key points from our discussion, but trust me; it?s worth the 50+ minutes to listen to it in its entirety here. Read on for a few nuggets:

Look for ways to reduce the amount of traditional IT work that needs to be done like coding, customization, and connecting disparate systems; this frees up IT time to focus on business issues and growth. For example, Collaboration is very important to Tempur-Pedic?s entrepreneurial culture. Moving onto a single global footprint for communication tools, voice, phone, email and document management vastly simplified IT?s involvement and needed support.

Choose a Tier-One ERP system supplier that will grow with your company. Stuart believes every company and industry has unique attributes that no single solution can address off the shelf; there will always be gaps. Go into your implementation understanding those gaps. Tempur-Pedic had very specific ranking criteria for their selection process. They ultimately chose Microsoft Dynamics AX because rapid implementation was critical to them achieving their business goals. AX is flexible and feature-rich; its simplicity has allowed IT to quickly become more proficient in configuring and tuning. From a user standpoint, the familiar User Interface (UI) has lowered training time and resulted in users becoming more proficient more quickly.

Understand that any ERP implementation represents dramatic change and is disruptive to the business. However, if everyone understands the importance of the change in transforming the business, it?s easier to stay on track. According to Stuart, keep in perspective that a new ERP system is more about human change management and so many things you have to get right that go well beyond IT. The process changes, training, communication, education and adoption represent a whole new set of business activities and change that people have to adapt to. If you realize this, and always make decisions with the human factor in mind, you will be better positioned to achieve your goals.

There are many other topics I discussed with Stuart, including the five pillars Tempur-Pedic used as a framework for their transformation, business process re-engineering, change management, implementation process, executive involvement, their approach to customization, and more.

Powerball jackpot jumps to record $500 million, drawing Wednesday

(Reuters) - The jackpot for the Powerball lottery soared on Tuesday to a record $500 million and could increase again by the time the winning numbers are drawn on Wednesday, a lottery official said.

The payout jumped nearly $175 million due to brisk ticket sales after no one won the top prize in Saturday's drawing, said Mary Neubauer, a spokeswoman for the Iowa Lottery, where Powerball is based.

"It really gets into uncharted territory at this point," she said on Tuesday. "Sales across the country are just through the roof. It means lots of people are having fun with this, but it makes it difficult to keep up with the (jackpot) estimate."

The next drawing will be held on Wednesday night. Powerball has not had a winner for two months.

The potential windfall has drawn interest from around the world, Neubauer said. Lottery officials have received calls and emails from people outside the United States asking if they can buy a ticket from afar.

"No, that's not possible," said Neubauer, adding tickets must be purchased in one of the participating 42 states, the District of Columbia or the U.S. Virgin Islands.

The previous top Powerball prize of $365 million was won in 2006 by ConAgra slaughterhouse workers in Nebraska.

In March, three winning tickets shared the largest U.S. lottery jackpot, the $656 million Mega Millions drawing.

Researchers make flexible, low-voltage circuits using nanocrystals

Electronic circuits are typically integrated in rigid silicon wafers, but flexibility opens up a wide range of applications. In a world where electronics are becoming more pervasive, flexibility is a highly desirable trait, but finding materials with the right mix of performance and manufacturing cost remains a challenge.

Now a team of researchers from the University of Pennsylvania has shown that nanoscale particles, or nanocrystals, of the semiconductor cadmium selenide can be "printed" or "coated" on flexible plastics to form high-performance electronics.

The research was led by David Kim, a doctoral student in the Department of Materials Science and Engineering in Penn's School of Engineering and Applied Science; Yuming Lai, a doctoral student in the Engineering School's Department of Electrical and Systems Engineering; and professor Cherie Kagan, who has appointments in both departments as well as in the School of Arts and Sciences' Department of Chemistry. Benjamin Diroll, a doctoral student in chemistry, and Penn Integrates Knowledge Professor Christopher Murray of Materials Science and of Chemistry also collaborated on the research.

Their work was published in the journal Nature Communications.

"We have a performance benchmark in amorphous silicon, which is the material that runs the display in your laptop, among other devices," Kagan said. "Here, we show that these cadmium selenide nanocrystal devices can move electrons 22 times faster than in amorphous silicon."

Besides speed, another advantage cadmium selenide nanocrystals have over amorphous silicon is the temperature at which they are deposited. Whereas amorphous silicon uses a process that operates at several hundred degrees, cadmium selenide nanocrystals can be deposited at room temperature and annealed at mild temperatures, opening up the possibility of using more flexible plastic foundations.

Another innovation that allowed the researchers to use flexible plastic was their choice of ligands, the chemical chains that extend from the nanocrystals' surfaces and helps facilitate conductivity as they are packed together into a film.

"There have been a lot of electron transport studies on cadmium selenide, but until recently we haven't been able to get good performance out of them," Kim said. "The new aspect of our research was that we used ligands that we can translate very easily onto the flexible plastic; other ligands are so caustic that the plastic actually melts."

Because the nanocrystals are dispersed in an ink-like liquid, multiple types of deposition techniques can be used to make circuits. In their study, the researchers used spincoating, where centrifugal force pulls a thin layer of the solution over a surface, but the nanocrystals could be applied through dipping, spraying or ink-jet printing as well.

On a flexible plastic sheet a bottom layer of electrodes was patterned using a shadow mask ? essentially a stencil ? to mark off one level of the circuit. The researchers then used the stencil to define small regions of conducting gold to make the electrical connections to upper levels that would form the circuit. An insulating aluminum oxide layer was introduced and a 30-nanometer layer of nanocrystals was coated from solution. Finally, electrodes on the top level were deposited through shadow masks to ultimately form the circuits.

"The more complex circuits are like buildings with multiple floors," Kagan said. "The gold acts like staircases that the electrons can use to travel between those floors."

Using this process, the researchers built three kinds of circuits to test the nanocrystals performance for circuit applications: an inverter, an amplifier and a ring oscillator.

"An inverter is the fundamental building block for more complex circuits," Lai said. "We can also show amplifiers, which amplify the signal amplitude in analog circuits, and ring oscillators, where 'on' and 'off' signals are properly propagating over multiple stages in digital circuits."

"And all of these circuits operate with a couple of volts," Kagan said. "If you want electronics for portable devices that are going to work with batteries, they have to operate at low voltage or they won't be useful."

With the combination of flexibility, relatively simple fabrication processes and low power requirements, these cadmium selenide nanocrystal circuits could pave the way for new kinds of devices and pervasive sensors, which could have biomedical or security applications.

"This research also opens up the possibility of using other kinds of nanocrystals, as we've shown the materials aspect is not a limitation any more," Kim said.

High Carb Diets Newly Linked With Higher Colorectal Cancer ...

high glycemic indexLow-carb (and lower sugar) diets may soon look a lot better to colorectal cancer survivors. In a recent data-rich study of more than 1000 stage III colon cancer survivors, researchers from Dana-Farber Cancer Institute found that those who consistently ate a high-carbohydrate, sugar-laden diet appeared to have markedly higher recurrence rates of their disease than patients whose diets were more varied and contained less-sugar. The results were published in the Nov. 7 Journal of the National Cancer Institute.

The main finding after surveying and following 1,011 patients during and 6 months after chemotherapy? That those who reported having the highest dietary levels of carbohydrate intake (and related glycemic load) also had an 80 percent increased risk of colon cancer recurrence or death compared with those who had the lowest carb diets.

?But because cancer patients (and health-minded others) are advised not to make a nutritional or lifestyle change based on just one research study or peer-reviewed journal article, it?s worth noting that in the Feb. 7th issue of Nature, doctors from the University of California-San Francisco (UCSF) argued that sugar effects are so detrimental that the substance should be regulated like alcohol and tobacco to protect consumers? health.?

Robert H. Lustig, M.D., professor of pediatrics in the division of endocrinology at UCSF, and colleagues stated that beyond fueling a global obesity problem, sugar in all forms contributes to 35 million deaths annually worldwide due to diseases like heart disease, diabetes, and cancer.

So how might excess sugar and high-carbohydrate diets lead to the formation of rogue cancer cells? ?In light of our and other?s research, we theorize that factors including a high glycemic load [resulting in excess glucose or sugar byproduct throughout the bloodstream] may stimulate the body?s production of insulin,? Jeffrey Meyerhardt, M.D., M.P.H., of Dana-Farber, said. In turn, this ?may increase the proliferation of cells and prevent the natural cell-death process in cancer cells that have metastasized from their original site.?

Dr. Meyerhardt noted that the Dana-Farber study doesn?t prove that high-carb, high glycemic diets cause recurrence of colon cancer. But the strong association between high glycemic load and higher recurrence rates?especially in obese patients? strongly suggests that these dietary factors do play a role. ?Our findings may offer useful guidance for patients and physicians in ways of improving patient survival after treatment.?

Food Network Kitchen eatery opens at Fla. airport

FORT LAUDERDALE, Fla. --?The Food Network is getting into the restaurant business in a location not always associated with good food: An airport.

The channel has opened its first Food Network Kitchen at the Fort Lauderdale-Hollywood International Airport in South Florida in the JetBlue terminal.

"The dynamic of food and travel has changed," said Sergei Kuharsky, general manager of Food Network's new business enterprises. "You used to never go in and think about eating at an airport."

Now, with passengers arriving early to get through security and limited options for in-flight food, there's a market for airport dining. "We are responding to that opportunity," Kuharsky said.

The Food Network Kitchen is the only eatery serving hot food at the JetBlue concourse. But it's the brand that gets attention from travelers as much as the lack of alternatives.

"I walked by and I said 'Oh wow, look at that. Food Network restaurant.' So I came in," said Richard Wierzbicki of Austin, Texas. "And I would look for it again because I thought the sandwich was really good."

Since opening Nov. 8, the Food Network Kitchen has averaged 1,500 customers a day.

"Airport locations are very busy, but this one especially," said Jean-Pierre Turgot, general manager for Delaware North Companies Travel Hospitality Services, which partnered with the Food Network to provide chef-inspired meals at the airport and is also a partner in Food Network-branded food sold at concession stands and stadiums. "It's the highest revenue producer at the airport."

There are no waiters, so customers sit at tables after ordering at the counter or they can get takeout food, either made to order or readymade items like sandwiches and salads.

While the recipes are developed and branded by the Food Network, the offerings are not named for Food Network personalities, shows or chefs. Instead, the menu promises organic and sustainable ingredients and offers dishes with connections to local ingredients and regional culture, such as a Florida shrimp po'boy ($13) and a salmon burger with Key lime mayo ($14).

South Florida's Latin culture is reflected in items such as the Cuban breakfast burrito ($8) and a black beans and rice burger with "mojo mayo" ($12). Also on the menu: fried pickles with Key lime mayo ($6); sweet potato fries with Key lime tartar sauce ($5); and a Cuban sandwich ($12) with cafe con leche mayo pressed on a ciabatta roll.

Wait times can back up when flights arrive and the airport gets busy, so it's best to arrive early if you plan to sit down, as Liz Lamoureux did before flying back home to San Antonio, Texas.

"On our way here, I was saying we wanted to get here early to sit down for a drink," she said as she nibbled on edamame and sipped on the house pinot grigio.

Beverages range from espresso to entwine, the Food Network's wine brand, to locally-inspired cocktails like Lansky's Run, named for the Prohibition-era gangster Meyer Lansky.

The design of the restaurant resembles the cable network's test kitchen: a butcher block bar counter, subway tiling, stainless steel surfaces and pots and pans hanging in a row ? only here, they hang behind a cash register.

The network's logo is plastered on everything from to-go boxes to brown paper bags filled with jelly beans and chocolate-covered pretzels. Most of the TVs are tuned to the Food Network, though some show sports or news. There are also some fun facts on display: A poster near the cash register details local ingredients used in the meals, while paper placemats explain how to filet a fish and describe different cuts of beef.

"We really wanted to bring our culinary expertise to the forefront and bring the brand to life," Food Network's Kuharsky said. "I think people are going to be drawn to the brand, but it also comes down to taste."

But while the network has already put its name on consumer products like frying pans and candles, along with its concession stand and stadium food, serving quality food at an airport restaurant presents different challenges.

"Branding on the front lines has the most exposure and is different than putting your name on a logo," said Chris Tripoli, president of A'la Carte Foodservice Consulting Group, who has worked on food concepts in airports across the country. "Now that you have exposed yourself to the end user, your reputation, that Food Network brand, is going to be judged on the temperature of the green beans that day or by every bite of the sandwich."

Tripoli added that Food Network staffers on the restaurant's front lines "know their brand is only going to be as good as their last meal."

The Food Network and Delaware North Companies plan to open more outlets in the spring at the busy JetBlue terminal. Another Food Network Kitchen is scheduled to open at Hartsfield-Jackson Atlanta International Airport by the end of 2013.?

Should I have a home inspection? Well... to put it frankly... HELL ...

?

A few weeks ago I showed a home to my buyers. ?We knew the home was a little bit of a fixer upper, and as we walked through it we saw little things like a broken window pane and a leak under the kitchen sink. ?Not a big deal.

We got our offer accepted and then my buyers asked if they should get a home inspection. ?

My answer, as always, was YES. ?(It's not HELL YES, I just said that in the title for the shock value so you would read this.) ?I told them that there are things that we can see walking through, but there are many things that we may not be able to see.

Fast forward two weeks to the home inspection. ?

The inspector walked down into the basement and found that the foundation had major cracking in it, and that there was water seeping through the walls. ?We couldn't see this durin the showing because there was a "patch job" done on the cracks and the weather had been fairly dry.

The inspector told us that the electrical box had several double taps and that the gauge on most of the wiring was too big for the breakers. ?Both of these are safety and fire hazards.

Then he went on the roof and quickly climbed down. ?The shingles looked good, but the plywood underneath was very soft, indicating moisture in the attic. ?

A trip to the attic confirmed moisture everywhere, and also that there was a recent electrical fire that the home owners probably didn't even know about. ?Remember the faulty wiring issue? ?Yeah. ?He said that the home was just waiting to burn down. ?

I'm not done. ?

The ceiling fan was wired incorrectly and was another fire hazard.

The soffits were all soft and full of moisture and mold. ?This mold gets in the air and is not healthy.

?And the grand finale...

We walk back into the kitchen and smell smoke. ?The inspector walks towards the dishwasher and opens the door.

The frickin dishwasher was on fire.

Needless ?to say, my buyers are not buying this home.

Leader's digest: A brief psychological profile of Adolf Hitler ...

Over the last few weeks I have been watching the television series The Dark Charisma of Adolf Hitler (here in the UK?s BBC2). Not only am I psychologically fascinated with one of the world?s most infamous dictators, but I?m also interested in the concept of ?charisma? (a topic on which I have actually carried out some research with Dr. Mark Shevlin, Dr. Mark Davies and Phil Banyard within academic settings ? see ?Further reading? section below). I?ve also made reference to Hitler?s alleged sexually paraphilic behaviour in my previous blog on coprophilia?(and I am going to cover this as a separate blog in the coming months).

In 2007, Dr. Frederick Coolidge (along with Felicia Davis, and Dr. Daniel Segal) published a paper in the journal?Individual Differences Research?examining the psychological profile of Adolf Hitler. The study was based on Davis? Master?s thesis research and attempted to posthumously investigate Hitler?s personality. As Coolidge and his colleagues note: ?The name Adolf Hitler conjures-up images of a madman in power, Nazi concentration camps in Germany and Europe, and an evil of such magnitude that millions of Jewish people and others were subjected to unimaginable torture, terror and death?. The paper also made references to previous psychological profiles of Hitler. For instance, they summarized the work of psychoanalysts Dr. Walter Langer and Dr. Henry Murray who both assessed Hitler for the US?Office of Strategic Services during World War II:

?Using sources only available up until 1943, Langer diagnosed Hitler as a neurotic bordering on psychotic with a messiah complex, masochistic tendencies, strong sexual perversions, and a high likelihood of homosexuality. He also stated that Hitler had many schizophrenic tendencies and that the most plausible outcome for Hitler would be that he would commit suicide?Murray thought Hitler exhibited all the classic symptoms of schizophrenia including paranoia and hypersensitivity, panic attacks, irrational jealousy, and delusions of persecution, omnipotence, megalomania, and ?messiahship?. Murray also thought Hitler was extremely paranoid and suffered from hysterical dissociation?.

The paper also makes reference to the work of Dr. J.D. Mayer published in a 1993 issue of the Journal of Psychhistory. Mayer proposed something he called ?dangerous leader disorder? and compared six world leaders (Hitler, Joseph Stalin, Saddam Hussein, Winston Churchill, Dwight Eisenhower, and George Bush Sr.) on three major categories:

?(1) indifference, manifested by murdering rivals, members of one?s family, citizens, and genocide, (2) intolerance, manifested by censoring the press, secret police, and condoning torture, and (3) grandiosity, manifested by seeing oneself as a ?uniter? of people, increases in military and overestimation of military power, identification with religion/nationalism, and promulgating a grand plan?He found, of course, that Hitler, Stalin, and Hussein all met far more of the criteria than their counterparts, although a ?promulgating plan? was characteristic of all six leaders?.

The study by Coolidge and colleagues used the ?informant version of the Coolidge Axis II Inventory (CATI)??that assesses personality, and clinical/neuropsychological disorders. The CATI was completed by five historians (all of who were experts on Hitler ? ?academicians who had published books or articles about Hitler were chosen to evaluate Hitler?) and the inter-rater reliability between the responses of the five of them was high. The authors? hypothesized (before the experts filled out the CATI) that Hitler would be diagnosed with schizophrenia (paranoid type). They noted that:

?This hypothesis was based upon his frequent preoccupation with delusions of persecution (e.g., by his disapproving father, those unwilling to recognize his ?talents?, and Jewish protagonists), and grandiosity (e.g., fantasies of unlimited success and recognition, his ?prophesies?, etc.), hisearly academic / interpersonal / occupational dysfunction, [and] his extremely virulent and paranoiac delusions about Jews?.

The CATI is actually a whole battery of tests. Rather than miss anything out, the following paragraph sets out in detail everything that the authors included:

?The CATI is a 225-item self-report inventory with each item assessed on a 4-point true-false Likert scale ranging from (1) strongly false, (2) more false than true, (3) more true than false, to (4) strongly true. The CATI measures 12 personality disorders in DSM-IV and 2 personality disorders from DSM-III-R (self-defeating and sadistic). The CATI also measures selected Axis I disorders (e.g., Generalized Anxiety Disorder, Major Depressive Disorder, Posttraumatic Stress Disorder, Schizophrenia [with a Psychotic Thinking subscale] and Social Phobia [with a Withdrawal subscale]). The CATI also has a scale for the assessment of general neuropsychological dysfunction (with three subscales assessing Memory and Concentration Problems, Language Dysfunction, and Neurosomatic Complaints). The CATI also has an 18-item scale measuring executive function deficits of the frontal lobes (with three subscales assessing Decision-Making Difficulties, Planning Problems, and Task Completion Difficulties). There are five scales measuring personality change due to a general medical condition. They are Emotional Lability, Disinhibition, Aggression, Apathy, and Paranoia. There are three hostility scales measuring Anger, Dangerousness, and Impulsiveness. Finally, there is one non-clinical scale on the CATI measuring Introversion-Extroversion. In addition, critical items are included to assess drug and alcohol abuse, and sexual identity and orientation?.

The authors acknowledged that such clinical diagnoses should ideally be done face-to-face but given that Hitler died in 1945 this was not possible. The authors also note that the length of time since his death means that the number of people who are still alive and had social interactions with Hitler are very few. However, all of the expert informants had at least interviewed people who had known Hitler personally.

The results of the study found that on Axis I, the highest meanscores were for Posttraumatic Stress Disorder, Psychotic Thinking and Schizophrenia. On Axis II, the highest meanscores were Paranoid Personality Disorder, Antisocial Personality Disorder, Narcissistic Personality Disorder, and Sadistic Personality Disorder. In short, the hypothesis that Hitler would be classed as a schizophrenic was broadly supported (although other personality disorders scored more highly). The findings suggested there was little or no evidence for neuropsychological dysfunction. They also noted:

?It could, of course, be questioned whether someone with a schizophrenic disorder could rise to such a high position of power and control of others, given that schizophrenia is generally such a debilitating disease, particularly socially and occupationally. However, there are other documented cases of murderous schizophrenic persons who have had extraordinary influence on groups of others (e.g., Charles Manson, James Jones, etc.)?.

There are of course many limitations to the study including the reliance on expert opinion and small sample size. The authors also added that another limitation was the possibility of the five raters focusing on Hitler?s later life as opposed to his life before he became Germany?s Chancellor. Finally, the authors concluded that:

?The prediction, understanding, and control of such individuals? behaviors could benefit generations. As Mayer (1993) has noted, there are international citizens? groups that monitor human rights. Perhaps, an international group of mental health professionals could identify, assess, and monitor the activities of dangerous current world leaders, and the analysis of previous dangerous leaders, such as Hitler, might be a fruitful place to begin?.
